Is your database case insensitive?

I need to know if the $USER$ is in upper or lower case, so in my Active
Link I put in the Run If field:

 

$USER$ LIKE "[A-Z]%"

 

But my actions run no matter if the $USER$ is in lower case or upper
case....(I only want it to run if the User is in uppercase)

 

Not sure why this is doing this...
