Franklin, I can't speak for UNIX, but for windows you can set the parameters regarding the restart of a service. Right-click on the specific service and select properties. Then go to the tab marked "Recovery." You then can choose "First Failure" action, "Second Failure" action and then "Subsequent Failures" action. There are a few other items by those I mention will greatly increase your control. Default is "Take No Action."
