Alexander, You need to make sure that the "Enable Multiple Assign Groups" option is selected in the Server Configuration. For 7.x, you can do this via the AR System Administration console -> General -> Server Information -> Configuration tab.
For 6.3, you would have to do the same from the Admin tools. File -> Server Information. If you do not have this enabled, you cannot set multiple assign groups in this field.
