That depends what version of SLM you are using.  The 7.1 version has options to 
allow targets to restart/reopen.

I have a question about SLA. I have a situation that allows one ticket to be 
reopened more than once.
I need that the SLA is re-attached and starts running again (a new instance of 
the SLA or even the same SLA restarting).
Is it possible? What is the best approach to achieve this?
