We limit the access of the user tool to within our network or through VPN.  
This gave enough security that we didn't have to figure out how to encrypt the 
tcp connection to the ARS.

IIS.

Doing the same thing.

You will want to change the default and email notification paths on the 
Advanced tab in Server Information to reflect the HTTPS. Also, what about users 
who have bookmarked the HTTP home page? You will need to redirect them.
