Our Server Information/License tab shows that we have 31 Floating licenses
Our "Group" form shows 12 of these licenses reserved for particular Permission 
Groups. That should leave 19 for other users.
But when we look at our "Ar System Administration Console/Manage User Licenses" 
window we see that there are 6 non-pooled Floating License in use, which should 
leave 13 for new logins.  But we also see two "Read(floating)" people waiting 
for a Floating license.
One of these persons was already logged in when we opened the window, so there 
is the remote possibility that the Floating licenses were all taken when he 
logged in, and he hasn't tried to do anything that would cause him to get a 
Floating license.  But the second guy logged in while we were looking at the 
window.  So why didn't he get a Floating license?
We recently bought 5 more floating licenses, and we re-started the ARS server 
after applying them, but even if we forgot, we should still have 8 available 
licenses.
Is something wrong, or are we missing a piece of the puzzle?

PS- I just took another look, and one of the "Read(floating)" people finally 
got a Fixed license, but the second is still waiting, and there are now 5 more 
waiting, even tho it seems to me that there should be 10 available.
