It depends on how complex you need the web service to be. If it is a single form doing Submit/Modify/Query then you do not need an XSD. The Admin tool will generate the schema for you as you map the fields.
There are different tools out there that can help you generate an XSD if you need one (I used to have a list, but I can't seem to find it now). I have even generated one using Notepad.
