This is surely from workflow and as Pritch pointed out, it is checking 
transition values in the SYS:Status Transition Rules form. Why would that 
filter be checking on transition values on a create though? Have you modified 
any of the out of the box workflow?

Don't know if your error msg is coming from a log (ie sql log) or a piece
of workflow.  You might want to zero in on what exactly is giving you the
error to diagnose.  In version 7 ITSM, there is a form named SYS:Status
Transition Rules that is being checked - just something to look at.
