i believe when you say user..you mean the Assignee Group to get notified when the incident priority changes...
If so also please make sure you have the Filters to have Notification Tag info pushed in the NTE sys Individual or Group form accordingly and also have corresponding Sys Messages required. We had applied a Notification hot fix on top of 7.1, which uses NTE sys process control, and implemented similar logic to notify the Assignee group due to business reasons.
