Does the ARAdmin user that owns the ARSystem database have access to this db link that has been created? If not you will need to grant that user at bare minimum the rights to select assuming you will use this view only to view data and not modify it from the ARS. If you need to modify data then the user should also be given the rights to insert and update..
If all this is taken care of, make sure there is at least one unique field that is at a minimum length of 5 or a max length of 15. Make sure this field is indexed in that database..
