The free utility RRR|Chive would be ideal to do something like this.

The following config will restore the target to the exact same state as
the source server, and only copy/delete those records that need to be
handled. The selection is made using the modify-date-field, and the
form-list supplied.

You can replace the list of forms with a "*", and then supply a
skipforms-list instead. The "*" will only copy data on regular forms:
