I also remember a bug... unfortunately I'm a little fuzzy on the details but it had to do with the notifications for alternates not going out due to the way the approval mapping was configured. If you have BMC support, try to see if they can shed some light on this. If it's a defect, you may be doing more work trying to deconstruct it.
