David is 100% right, but one item may need clarification.

The Floating license token will be reserved as soon as the user does
anything. Not just writes. The error message comes later though.

For example any Table-Refresh or Set-Fields from the server, will reserve
the floating license and reset the 2-hour (minimum 1-hour) timeout.

There is a limited set of actions a user can do without reserving a
license. For example opening a form (a form without automatic
table-refreshes or anything else retrieving data from the server).

A user showing up as Floating (read) may be a user that has logged in but
done nothing. Most likely though, you are out of floating licenses.

Application licenses works the same way, but only reads/writes to specific
forms will grab/extend your floating application license.

Frequent shuffling of fixed licenses works to some extent, until you hit
the time-limit, but is not really permitted if you read the license
agreement.
