The `! moves the push fields to phase 1, but doesn't move the generation
of the entry id. The only thing that would move the creation of the
entry id is the run process that causes a commit to the database.

process fails because it is attempting to push a null value (Request
ID) from the second form to a required field on the third form.
Isn't that the point of - `! - ? So you can force the push fields in
phase 1, create the record and execute additional workflow immediately
thereafter?
We're on ARS 7.5 Patch 007, Windows 2003 and SQL 2005.
