Enjoying the snow? Recon jobs do normal (ie non-Merge) mods, so yes, they must change the mod date if they change anything. What version of ITSM are you on? In 7.5+ they changed it so that CIs get Recon Ids straight away (not "0") as they are generally needed for everything now. You can also check the Audit to see when the recon id was assigned - probably on create.
