Are you taking advantage of the preload threads introduced in AR System 7.5.00?

Faster server initialization
You can now configure the server to use multiple threads (known as "preload
threads") when loading the cache from the database. This option allows the
server
to make better use of system resources such as CPU and network bandwidth, and
can greatly reduce the time required to load the cache at server
initialization. This
option can also be configured for use during run time. For information about
using
this option, see "Using preload threads" in the Configuration Guide.

Frank,

Is the database instance on the same server or a separate server? If separate
what kind of data connection between the two servers?

ITSM 7.6.3 (AM,CM,SM,CMDB,SRM)
Solaris 10
Oracle 11g

It is taking about 5 minutes to start ARS with all of the above mentioned
modules. Trying to figure out if this is normal.

Thank you
