Hi John,

Though I have not encountered this problem, I have found that the DB 
names for the forms are not always the same between the versions despite the 
display names.  You may want to check if there is a difference in 
spacing/underscore/etc. on the backend for the particular form/object to which 
you expect your workflow to be aligned.  If there is a difference, that would 
explain why it needs to be set to the new value.  Also, if it turns out that is 
the case, you should be able to fix all of your workflow with a few SQL 
statements to the db.

in Developer Studio select Window -> Preferences from the Menu bar the navigate 
to ‘Object List View’ and select ‘Filters’. Activate the radio button ‘Basic 
Columns’ and confirm with the OK  button.
 
Now try to reopen the Filters.
 
A list of Filters should be displayed with the Name Column.
That’s only a workaround, not displaying pretty much information in the Filters 
list but maybe this could help a little bit.
