In the DevStudio.ini file that is in the installation folder of the Dev 
Studio... This was earlier pointed out in this thread..

When setting the max settings make sure you do not exceed the total available 
free memory by more than 70% of it if you are on workstations that have a max 
of 4 GB memory. Total available free memory is defined not by the total RAM on 
the machine but whatever is free after some of it has been used by other 
processes when they startup.. So startup as much as you are likely to use on 
your machine, and check the memory consumption before you can determine what 
may be available for your JVM.

You could go a little more higher (80 to 85%) if you are on a 8 GB client (with 
my limited experience of tweaking this on 8 GB workstations on 64 bit OS’s as 
these are pretty new)..

check out the JVM health using jconsole.)

  I'm inside my corporate network on a machine with 2G RAM running XP 
Professional.  Sometimes it won't open new objects until I close other windows 
(other apps) and working today performance finally degraded to the point where 
it's unusable.
   
  This is a 7.6.3 environment FWIW.
