Hi,
I have seen the best ratio to be 1:10 (fixed:floating), and also the exact
opposite 10:1.
You have to analyse your own usage to know your ratio.
We have a product that can do exactly this for you, but even the test
version will tell you the ratio. The test version will not tell you which
users to move around between your license though.
