It might be a bug. I am not confident that is the way it should behave. If it were as designed, it would beat the purpose of that configuration by 50% – it would be like just half the expected work done...
I wish I had an older installation to test to prove this but I do not. You may want to report it to customer support and ask them if they can get engineering to confirm that is how it should work..
