What you are looking for is how to consume a web service from ARS. This is performed using the Set Fields (from a Web Service) action in a Filter. ARS does not use the Mid-Tier for this, it used the libwebservice plugin on the ARS server.
Check out the Consuming a Web Service (starting on page 403) of the Advanced guide.
