Hi Mark, I am assuming that some external program is creating records in your system using a web-service published by you.If that the case then have the web-service client can pass a value in "Submitter" field(since its a required field) and based on that field you can build workflow (e.g. 'Submitter' LIKE ).
Please correct me if I am wrong in my assumption and kindly explain what your current workflow/architecture is.
