It would help to know what version ARS system you are on. Two general methods of sending an HTML email are:
Use Templates If you are creating the entire HTML for the email body, then instead of a Notify action you can Push to the AR System Email Messages form (putting your body into the HTML Body field instead of the Plain Text Body field).
