Doug, I think administrators will see the benefits of overlays when AR System supports multiple levels of overlays.
The design makes sense when multiple levels are available, because theoretically workflow can be pushed from development, to UAT, to production and if a rollback is required, it's a 2 minute task and not a database rollback. For example: An administrator has the "release 1" overlay in production. The administrator can push "release 2" from UAT to production and if a rollback is required, they should be able to select "release 1" on production without rolling back a database.
