Andrew is correct.  However those that work on the service requests (i.e. those 
that modify data that they did not submit themselves) would require a fixed or 
floating license.  This would be obtained through purchase of the Service 
Management Specialist user license bundle.  The ability is also included with 
purchase of the ITSM Suite user license bundle.
