None of my developers have seen this behavior in 7.6.04, but we are a green field build, not an ugrade. The Incident team just used Modify All to populate a new field added to the HPD:HelpDesk schema with no problem.
However, we are an Oracle 11g shop with a hybrid of RHEL6 and Win2k8DC R2 servers, so I'll qualify that answer accordingly. What do the api and sql logs reveal when you execute the command?
