None of my developers have seen this behavior in 7.6.04, but we are a green 
field build, not an ugrade.  The Incident team just used Modify All to populate 
a new field added to the HPD:HelpDesk schema with no problem.

However, we are an Oracle 11g shop with a hybrid of RHEL6 and Win2k8DC R2 
servers, so I'll qualify that answer accordingly.

What do the api and sql logs reveal when you execute the command?  Are you 
executing this from the traditional .exe client, or a web browser?

Has anyone noticed a problem with Modify All feature??  

The option for Modify All is there...after doing a search of tickets I want to 
modify all...I click the button and the fields clear as they always have...I 
enter values in the fields to be modified...I hit the save button and nothing 
ever happens.

I am finding this across any of the forms that I try...HPD: Help 
Desk...CTM:People...whatever.

Any ideas??
