I too had many issues with getting the default install of the Mid Tier with the 
BMC packaged Tomcat to run.  I ended up installing Tomcat manually (downloaded 
from the Apache site) and everything worked great.  I also had to tweak IIS to 
add in some compatibility stuff to get Jakarta working correctly, because 
apparently it wasn't designed for the newer IIS version.

Are you trying to install IIS and Tomcat? If so, we wrote a long list of
issues to BMC on this topic (the default install was broken) but never
got a response. I think the major problem was the 64bit mod_jk build
(1.2.31, or maybe it was 1.2.30) didn't work.
