I too had many issues with getting the default install of the Mid Tier with the BMC packaged Tomcat to run. I ended up installing Tomcat manually (downloaded from the Apache site) and everything worked great. I also had to tweak IIS to add in some compatibility stuff to get Jakarta working correctly, because apparently it wasn't designed for the newer IIS version.
