So in a web service call you can set time zone:

      <urn:AuthenticationInfo>

         <urn:userName>?</urn:userName>

         <urn:password>?</urn:password>

         <!--Optional:-->

         <urn:authentication>?</urn:authentication>

         <!--Optional:-->

         <urn:locale>?</urn:locale>

         <!--Optional:-->

         <urn:timeZone>?</urn:timeZone>

      </urn:AuthenticationInfo>

Can the time zone also be set in an API call? If not in a separate
parameter then may be in the authentication string?
