Mark,
In order to access the protected ones you must have a valid login to the Remedy 
Server...cannot be used anonymously.  Public ones can be used anonymously, 
assuming of course that the web service user id and pw are entered in the 
mid-tier config.

In the 6.3 Advanced Guide it states the web service can have either public or 
protected permissions with this shown in the URL as

http://<midtier_server>/arsys/WSDL/public/<server_name>/<webservice<http://%3cmidtier_server%3e/arsys/WSDL/public/%3cserver_name%3e/%3cwebservice>>

or

http://<midtier_server>/arsys/WSDL/protected/<server_name>/<webservice<http://%3cmidtier_server%3e/arsys/WSDL/protected/%3cserver_name%3e/%3cwebservice>>

What does protected mean? How does it work differently than public?
