100% agreed Axton....we have a custom built migration program that we use that allows the What and the Why to be documented and the changes to be put into packages for movement from Dev to test/prod. The reasons you have listed below are the reasons that I have thus far been able to stave off the attempts at my company to force us into using an outside source control system.

This means there has to be a gate between the developer and the server to control changes and collect this information. Providing a comment for each modified piece of workflow is nonsense (this is the only gateway that exists today). The changes have to be lumped together and the comments need to apply to a set of changes.
