Most everyone on the list has experienced that at one point or another.
 Look in the arerror.log and see if there is a stack trace or report of a
crash of arserverd.  That is the most common cause: arserver crashes,
armonitor restarts, while starting up, the application server is
inaccessible.  Short of that, take a look at your server statistics and see
if there are queue blocked items.  There are many more potential causes.
 Check those first as they are the most common causes.
