Make sure the file config on c:\Program Files\ARSystem\dataimporttool\configuration has the proper setting, especially on the last line osgi.instance.area=C:\\Users\\yourfolder\DataImportTool\\workspace. Make sure you put the proper folder on yourfolder that belongs to you on C:\Users. I change it and it opens right away.
