It is a known bug in the installer. The recommendation is for installing that you have your TWO_TASK and your SID/Service Name the same while installing. Once you have installed you can edit the ar.conf and eliminate the second tnsnames.ora entry.
My guess is that somewhere in the installer someone accidentally reversed the two.
