For the first option the only solution from ARS, is to do it with escalations. But I presume that the consumption and time consuming will be higher.
Another option is to do it at database level. It will go very fast. Just create a programmed task that do this job. The only you need is to process the time filed to know when a request is old enough to be transfered.
