Yes it does. And it may even require 2 version of it if you are planning to run 
AR system as 64 bit. This is because certain components do not run under 64 bit 
yet, such as email engine. Then you would have to have two JRE installs into 
separate directories. During the installation of AR system, you tell it where 
the 64 and 32 bit directories are.

The answer is yes, you will need the JDK, but I'd suggest reading the install 
guide and filling out the install worksheets to make sure you have everything 
you need in place which includes the prerequisites.
