I agree with Misi. You probably could upgrade using the path you mention but a fresh install is a great time to do clean up. So many things are laid down over the year and system get cluttered over time (especially Windows and registry). I am willing to bet that 6.3 can run on 2008 but probably not a great idea and certainly not supported.
Combine that with upgrading Windows and you have a recipe for trouble. I can't remember a time when upgrading Windows versions worked very well. Probably because all of the leftover from the previous version. Is there reason why you would stop at 7.5? End of support isn't too far off for 7.5. I suggest going to at least 7.6.04; the last version with WUTsupport if you are not ready to go all web-based.
