I think (but am not sure) that's a user for integration with Atrium Orchestrator / Cloud Lifecycle Management.
Did you install your system via the Pre-configured Suite Stack Installer? The SSI includes default users needed for Proof-of-Concept (POC) demos, but if you're not using all of the products and integrations included in the SSI, you don't need to keep all of them licensed.
