for down elapsed time field i've noticed (SLM 7.6.04 SP2) that this field
take account of all the time which the measured was stopped, no only the
exclusion clause.

so if you move an incident to resolved status then go back to in progress
status this time is added to down elapsed time field on slm measurement
form.
