well - that sounds strange...
I assume your server is licensed correctly, right?

- is there something in the ODBC driver settings that restricts the amount of 
the retrieved data?
- do you always retrieve the same amount of data - e.g. always 2000 entries...
- yes, ODBC is an API client and uses the login permissions
