I thought it would be false every time. I haven't tried it for a while however I remember a time when started getting report of an odd behavior. Turns out we broke some workflow/feature years prior by deleting a field, then created a new field using that same ID and the old workflow started to fire again. Should be easy enough to test by creating a field on a test form, some workflow that references it, then delete the field and see if the workflow still fires.
