i'm work with Spanish language on my implementations.
so far

The field on people form sets the language for notifications.
the field on ar user preference form set the language in which you see all
the remedy GUI.

Some things that i noticed
decisions on survey, (i mean if you have configured both surveys one for
english language and another for spanish language), are taken based on
field set on people form.
SRD works same way.
