Load balancer without server group, assuming means with one Remedy server. You could be using the load balancer but it isn't really balancing anything, just taking a signal and passing it to a server.
 
Server Group without Load Balancer is more common. If you want one server for Users to access and a second server as a back end process server to handle things like assignments, email, etc. this make some sense. You have the users connect to the user access server only.
