UPDATE: I went into the "Programs and Features" control panel and
uninstalled .NET Framework 4.5.1.  This seems to have resolved the issue.
 I guess a remaining question, from a security standpoint, is whether it's
OK to have the ":" character in a URL (because it's part of the form name).
