Hi,
I have had a customer give the required access on a UAT system (Incident
Config), then import the said Templates in to  Production (via the
Maintenance Team) where they have the ability to update and modify the new
Templates without giving people the elevated permissions on Production.
The Templates are imported in the "Proposed" Status and validated before
being enabled.
