Hi Dave, We had this issue previously on Solaris, where the license would not get accepted by the server.
This was resolved by stopping the server, deleting the .multilicense file and then re-starting the server. (.multilicense file gets re-created) For the life of me I can't recall where the .multilicense file is kept, but have a vague idea that it is in the /etc/<servername> directory.
