The script restart.sh must have been a startup script custom written by one of your internal dev or system admin team. You must have perhaps lost it during the process of your system administration such as maybe a restore or migration or something like that.
The arsystem executable is the actual executable that needs to be run with the restart switch as Francois Seegers pointed out. If your custom script was designed to do something during a restart, you would need to find out what it used to do, and rewrite that script. It might have been designed to do things like recycling the log/error files or something like that. Or possibly to ensure some other dependant processes are also running or restarted.
