It is because someone at BMC hard coded dummy.host.com into the server binary files. I am guessing that some junior programmer put it in some shared library as a temporary fix for something and never got back to replace it with a call to find the current domain when they needed FQDN somewhere.
If you want to see you can go to the bin directory for the ARS system and do a grep grep "dummy.host.com" * On my 7.6.04 SP3 201201302357 I find 26 matches. I see the same error from time to time usually when accessing the serveradmin plugin.
