its a bug in the developer studio 8.1.00. Resolved with a ht fix. Hot fix Name :DS_8100_2013JUL10_SW00454299_ALL.zip Defect ID SW00454299 Description: Developer Studio shows “Localize Form Data” property as enabled by default. L10n Toolkit must skip data localization of Display Only forms.
