There isn't an 8.1 ODBC driver - the latest version is 7.6.04 as this was the last version of the User Tool which this component shipped with. I think you may be getting confused about what the driver.exe included in the packages linked from the KB actually is. It's not the ODBC driver, it is a client which can be used to connect to a Remedy server and make API calls. The KB suggests using this to verify connectivity to the server. It's the arodbc*.dll file which is the actual ODBC driver.
