Radhika, Yes, this is supposed to work. The entire idea of Struct Admin is to set up someone who can perform structure operations to the system but who cannot see any data in the system -- unless they are in additional groups that grant them data access.
So, it is intended for exactly the type of work you are describing. NOTE that there is one minor issue.... And that is with using Dev Studio (but it should have no affect on Migrator). Dev Studio uses a number of view forms that sit on top of the metadata. Well, those are DATA forms.... So, Struct Admin does not have access to them as it is data. So, you need to also put the user into a group that does have access to the metadata forms in order for a Struct Admin user to use Dev Studio. Unfortuntately, in 7.6.04, the metadata forms no permissions set up so you will need to add a group and then add permission to that group to these forms and make the user also a member of that group. Then no problem. It has nothing to do with structure access or making changes, just that Dev Studio does use these metadata views for retrieving some data and displaying it so it will not work correctly without access to the metadata views. This topic is documented in the manuals and the permissions will be present in future releases so that there is no work other than assigning a group to the user. But it is one for now. I just wanted to call out this warning.
